Report of the LPF Rules Committee
September 20, 2020

The verification of edits to the LPF Constitution and Bylaws is in progress.

As the campaign season heats up we urge continued caution and research by the party officers at all levels regarding campaign finance.

Robertís Rules Newly Revised (RONR), 12th Edition is published, available, and in the hands of many members.   It has replaced  the 11th Edition as the parliamentary authority of the LPF, but please bear with your fellow Libertarians as we learn and resolve any issues under the new authority.

Report of the LPF Rules Committee
August 16, 2020

The ruling of the committee regarding candidate support remains incomplete.

The docket for the remainder of the Rules committee session remains fluid, but includes review and possible revisions to the sample affiliate governing documents on behalf of the Affiliate Support Committee, addressing motions referred to the committee from the Annual Business Meeting, and committee-initiated suggestions to the next Annual Business Meeting for updating the governing documents.

This month, the Committee Vice Chair and Chair built upon the committee's caution to the LPF and its affiliate parties last month to be mindful of Florida statute and Federal law regarding fundraising, donations, and expenditures in support of candidates. They provided research and analysis to party leadership which inform a letter to affiliate leaders which we understand to be going out soon. They also provided input regarding a response to a current issue before the Federal Election Commission.

Mr. Rose has initiated a review for the committee of amendments to the LPF Constitution and Bylaws by the 2019 and 2020 delegations.  The committee's findings may assist it in developing any further amendments.  Mr. Barfield has agreed to see if the EC will empanel an ad-hoc committee to provide the Rules Committee a non-binding, outside review of punctuation, grammar, usage, and other style issues in the governing documents.

We urge continued caution and immediate reseach by the party officers at all levels regarding campaign finance, including solicitation of donations, party exempt activities, contributions, and expenditures.  Campaign finance is highly regulated, and the laws which govern it intertwine, and appear to be deliberately unclear.  If a desired action is not researched and known to be lawful, do not proceed with it.  Locating a law which indicates an activity is lawful does not mean that there are not consequences elsewhere in law for pursuing it.  Be careful.

We remind the LPF, its affiliated county parties, and members to take note that as of September 1, 2020, the current version of Robert’s Rules Newly Revised (RONR) will be the 12th Edition.  Copies may be ordered from at least one major bookseller for delivery on or shortly after that date.

Report of the LPF Rules Committee
July 19, 2020

The Rules Committee has resumed activity this month, following the LP convention, and has taken up a question regarding candidate support.  The ruling of the committee is not complete, but should be forthcoming soon.

The docket for the remainder of the Rules committee session remains fluid, but includes review and possible revisions to the sample affiliate governing documents on behalf of the Affiliate Support Committee, addressing motions referred to the committee from the Annual Business Meeting, and committee-initiated suggestions to the next Annual Business Meeting for updating the governing documents.

We remind the LPF, its affiliated county parties, and members to take note that as of September 1, 2020, the current version of Robert’s Rules Newly Revised (RONR) will be the 12th Edition.  Copies may be ordered from at least one major bookseller for delivery on or shortly after that date.

Finally, due to the end of qualifying, we caution the LPF and its affiliate parties to be mindful of Florida statute and Federal law regarding fundraising, donations, and expenditures in support of candidates.  Generally speaking, these activities should be done by individuals or by the campaigns rather than the parties.

June 21, 2020

The Rules Committee has nothing to report for this month. 

We reiterate our notice to the LPF to take note that as of August 25, 2020, the current version of Robertís Rules Newly Revised (RONR) will be the 12th Edition, and urge the Regional Representatives to ensure that the affiliates are advised of this change.  Copies may be ordered from at least one major bookseller for delivery on September 1, 2020.

May 17, 2020

The Rules Committee has nothing to report for this month. 

We have received from the Secretary the referrals from the 2020 Annual Business Meeting, and look forward to taking them up after the LP Convention..

Report of the LPF Rules Committee
April 19, 2020

The Rules Committee meets continuously on Discord for the duration of its current term after being convened on March 14, 2020. 

On March 28, the committee, with all regular members and one ex officio member in attendance, heard the motion:
I move to add to the Rules committeeís report notice that as of August 25, 2020, the current version of Robertís Rules Newly Revised (RONR) will be the 12th Edition.
Moved by Mr. Cadorette, and seconded by the Committee Chairman, the motion passed 4-0-0.

This is the only official business of the committee in this reporting period.

At the request of the LPF Chairman, the committee chairman has provided the LP Credentials Committee with a summary of our rules, with citations, regarding the selection of delegates and alternates to the LP National Convention, the leadership of that delegation, the processes for elevation of an alternate to delegate, and the capacity to add qualified party members as delegates and alternates at convention.  The summary necessarily drew conclusions from the rules and from established custom regarding procedures which are not directly addressed, but noted each as such, and will serve to guide the committee in considering possible amendments to answer the questions presented.

The committee chairman has also received questions from the Chairman and from one affiliate regarding points of order, and has provided informal advice to the affiliate.  Reply to the Chairman is forthcoming.

Items previously committed to Rules remain on hold due to the unexpected disruption of our schedules by the current pandemic.  We hope to resume normal operations shortly.

We do advise the LPF and request all who hear or read this report, especially the LPF regional representative, to take note that as of August 25, 2020, the current version of Robertís Rules Newly Revised (RONR) will be the 12th Edition, and to ensure that their affiliates are advised of this change.  Copies may be ordered from one major bookseller for delivery on September 1, 2020.
